AFL-CIO Housing Investment Trust

Ms. Wiggins is Executive Vice President and Chief Investment Officer for the AFL-CIO Housing Investment Trust. She has 25 years experience in the underwriting, origination and valuation of income-producing real estate. Ms. Wiggins has responsibility for managing multifamily investment activities with a focus on FHA and Government Sponsored Enterprise (GSE) executions for both affordable and market-rate transactions. Ms. Wiggins coordinates the HIT’s origination efforts through its nationwide network of multifamily and healthcare developers, Ginnie Mae issuers, FHA mortgage bankers and Fannie Mae DUS lenders. She previously served as the HIT’s Director of Fannie Mae Finance, with responsibility for the expansion of multifamily activities via the Fannie Mae Correspondent Lending Initiative. Ms. Wiggins is a member of the HIT’s Investment Committee.

During Ms. Wiggins’ tenure at the HIT it has invested $2.91 billion in 175 projects creating or preserving more than 43,000 units of housing nationwide, nearly 33,000 of which are affordable to low and moderate-income families.

Before joining the HIT in 2000, Ms. Wiggins served as:

  • A Director for Prudential Mortgage Capital Company (formerly WMF Group), where she managed the structure and underwriting processes for Fannie Mae Affordable Housing Transactions having low-income housing tax credits, tax-exempt and taxable bonds and Section 8 expiring uses.

  • Vice President in WMF Capital Corp., where she managed the securitization process for multifamily and commercial loans.

  • Senior Investment Officer with Green Park Financial, a top-rated Fannie Mae DUS Lender, where she was responsible for underwriting housing transactions. She is a council member of the Urban Land Institute, and a member of the National Housing Conference and Mortgage Bankers Association of America.

Ms. Wiggins holds a Bachelor’s degree in Real Estate Finance from the American University. In addition, Ms. Wiggins is currently the President of The Twelve Days of Christmas, Inc. – Washington, DC Metro Chapter, a non-profit organization that provides back-to-school necessities and fulfills the Christmas wishes of needy area families .
